This updates Node, OPA, regal and cargo-auditable in the Dockerfile. It also enforces strict-engine in npm, which means npm will now error out if a dependency requires a more recent node version
I've also added comments in the OPA & regal versions to make sure we keep them in sync between the dockerfile, GitHub Actions and the makefile
